It says the reason is "Addressee not available at time of delivery" and its suggestion is "Addressee advised to pick up the item", so you may try to contact local post office to find out if your parcel's there, and if a re-delivery's not available, you'll need to go fetch it yourself. The "Addressee not available at time of delivery" probably not true esp. when you encounter irresponsible post man.
